What happens if your balance goes to zero?

I activated a phone on PagePlus Cellular with an area code different than where I live now. The balance on it is almost gone now.

Can I just let the monthly $0.50 fee take it to zero or less and what happens then?

I want to use this phone to port in a number from Sprint. Can I do that when its balance is gone?
