Slow data evo 4g on page plus

Evo 4G on Page Plus ?s

I've been with PP for about 3yrs for the last 9 months using my Evo working ,one day last month it stopped connecting to data.
Thinking I would to re-flash I proceeded to go ahead and do the OTA to 2.3 and then it started connecting again but it is dog slow(google play times out @ times)
Because there is so much info out there much of it conflicting and since this seems to be "the" PPC spot here"s what i need to know
Is it true sprint phones can only do 1x speed?
Are there specific Prl's for Sprint phones on PPC plz list ver # and I will track down
What are the values needed for APN file
Sorry for long winded post i've googled and taken in so much info the last 3 days

It is true that right now sprint phones can only get 1x on page plus. There is a prl that will put 3g on there, but it is so unstable that it is unusable. We are working to find a way to get stable 3g, but honestly are a bit off.

I've read about folks grabbing those settings from working 3G phones but I haven't done it because of the questionable legality.
